GMRPTC ONLINE APPLICATION PORTAL
The Greater Minnesota Regional Parks and Trails Commission operates an online application and planning portal for use by parks and trails agencies. Users may access the portal for Designation Applications, Master Plans, or Funding Applications. New users will find the portal easy to use after creating a user account.

The Commission has operated an online data management system (DMS) since 2015. Users access the DMS to apply for designation as a regional park or trail, complete a Master Plan, and apply for funding. A complete user tutorial and support materials are included in the “Application Toolbox.” The DMS is free and open to all users; parks and trails agencies are encouraged to use the Master Plan portal even if they aren’t applying for designation. Sample qualified Master Plans for designated facilities are provided below.

Application Process: There is no deadline for designation applications - it is an open cycle.  Master plan information can be received at any time.  Master Plan submissions and updates should be submitted to staff for review before being uploaded into the system.  Funding for regionally designated facilities occurs on an annual or ongoing basis, depending on the specific funding application. General Legacy applications are typically applied for annually during an April to July timeline, with funding awarded by November and available in the following fiscal year beginning July 1 for a three-year contract period. Additional special funding rounds, which are detailed more completely in the application portal, may have special or rolling deadlines, designated purposes and restrictions, and contract timelines.

If you have any questions or concerns, please contact System Plan Coordinator Joe Czapiewski at [email protected]. Applicants are encouraged to use the messaging system within the DMS to communicate with Commission staff about particular Designation Applications, Master Plans, or Funding Applications.

Disclaimer: These sample Master Plans for regionally-significant parks and trails are provided for educational purposes only. Each plan is unique and tailored for that specific facility and community while meeting the requirements for regional designation. Samples provided are the final published hard copy documents and may not contain all of the information required for designation evaluation in the Master Plan portal. Please check current Master Plan requirements and support documents when completing your Master Plan. All plan updates must be provisionally approved by Commission staff prior to uploading to the portal.
